III. Vote To allow Bedford NH in RVL as well as welcoming Georgetown and Lawrence back in
a. Lawrence and Georgetown both long time members – voted unanimously back in
b. Bedford NH – new member, looking for better competition – 2021-22 has 4th grade (2 teams), 6th (playing in 7-1), 7th 1 team, 8th 1 team – voted in unanimously
IV. Treasurers Report – Nick Howie and Larry Hurley – we were depleted in 2020-21 season, for obvious Covid related reasons . We need to up the team entry to $275 to build up reserves going forward. Millworks tourney will be 3/8, 3/9, and 3/11 thru 3/13, fee for millworks is approximately $17500, refs and awards approximately $13000 … report accepted unanimously

VI. Division Alignment
a. 4th grade – 27 teams – 3 division north/south/west
9 teams each. (some teams dropped out after Becky aligned the teams, so she will re align and post)
b. 5th grade – 34 teams 3 teams –

d2 14 teams split into 2 sub divisions for scheduling purposes,
d3 9 teams- for playoffs it will be 4 division split
c. 6th grade – 4 divisions 44 teams –

Both D2 and D3 will be split into 2 subdivisions for scheduling purposes. After we had some discussion, and there will be some teams moved in and out of the original alignment

VI. Player Exceptions – Initially, much discussion on grade movement within towns. Nothing was eventually voted on, and the bylaws remain the same. Id like to note to the towns that in the future, there is no problem with them bringing a clear and concise discussion and asking all to vote on it.
There was one possible exemption discussed, but it was involving a girl who lives in one town (Tewksbury) and goes to school in another (Burlington) who tried out for Burlington, it was noted our By laws clearly state that is allowed in all cases. The issue here is one between the towns, parents and kid, not the board

Marblehead – full program – Unanimous

VIII. Constitution and By Law Changes –
a. – Removal of “Past Commissioner” from board position – Unanimous
b. – allow up to 4 divisions in any grade – unanimous
c. – all games shall be in two 16 minute halves
d. Remove the existing 5th grade rules and replacing with the following
1. Only man to man defense. No zone defense or double teaming. Full court pressing (man to man only)is only allowed in the last 2 minutes of each half and overtime. No pressing if team is up 10 or more points.
2. Violation of the 10 point rule will result in 2 shots and the ball back at the division line. First violation shall be a warning. Subsequent violation is listed above. Officials have some discretion to call this
3. Teams with a 10 point lead are restricted to play defense inside the three point arc and below the foul line extended. Teams are allowed to press, trap, play man to man inside this area
4. A foul shooter is allowed a foot violation provided she does not continue on into the lane until the ball touches the rim
5. 4th grade – beginning next year 27.5 ball
IX. Budget – discussed at eboard meeting after, will be discussed with towns at Operational
X. New Business
Regarding Covid Restrictions, the board chooses that the RVL does not get involved in setting any policy on this, we defer to the protocol of the towns and facilities that the events are taking place
Eboard voted to bylaw in a new scheduling format. For years most surrounding leagues, and even our league years back, had the coaches of each team schedule the games, either at a meeting or via email. We are going back to that format going forward. With the meeting taking place after the operational meeting. This years meetings schedule were, AGM October 5 zoom), Operational October 26(zoom), and the Schedule meeting November 7 (at a place to be named). Each team must have 10 slots or more at home
XI. Game and League Schedule –
Season to run from 11/28/21 and ends on 3/13/22
RVL Tourney – Mill works location – March 8 thru 10th playin, march 11-13th quarter, semi, and finals

2021-22 E – Board Meeting and town meeting
September 28, 2021
I. Call to order
Meeting was called to order at 705pm by brian and larry
II. Discussion of options for the towns for 2021-22
A – business as usual
B – millworks for towns that don’t have gym space – town deals directly with millworks
C- use millworks for all like last year if the covid climate gets worse
III. Covid Restrictions is the home towns call – league is not involved
IV. Season is extended into the 2nd week of march, one extra week, to accommodate the NH vacation schedule
V. Bylaw changes – discussion to be brought up at AGM
a. 5th grade defense no zone – 2 min press at halfs, for all divisions
b. League no longer will complete the scheduling, there will be a yearly meeting shortly after the Operational meeting where all coaches will bring their home dates and schedule their own games
c. Minimum of 10 home dates need to be turned in at coach schedule meeting
d. Universally across the league, 16 minute halfs

8th grade - Haverhill requests alana shanahan from Timberlane – she was accepted prior years, board and towns have no issue – vote was unanimous
8th grade – North Andover requests ____ Zagami from Reading – Larry Hurley representing Readng said there is no problem, board and towns have no issue – vote was unanimous
7th grade – Tyngsboro requests Grace Wise from Bedford – Jim S researched, Bedford didn’t have a problem with it, and Tyngsboro only has 6 girls before her - board and towns have no issue – vote was unanimous
4th grade – Tyngsboro requests Jolina Medina from Methuen – 1 yr only, Methuen doesn’t have a 4th grade team – board and towns have no issue – vote was unanimous
6th grade – Stoneham requests Gabriella Stamps from Somerville – family is moving to Stoneham on Dec 1st – boards and towns have no issue – vote was unanimous
Nashua – 8th grade – Abby Chambers Manchester to Nashua
The Above Exceptions were discussed and agreed and vote was unanimous

Windham NH – full program – Eboard voted unanimously to accept and the towns all agreed
IV. Constitution and By Law Changes – no changes this year
I. Budget
Due to holding all the preliminary tourney games at mill works, our budget ran negative 5k or so last year. The league still is financially sound, where we are planning on using the Mill Works for all the games again this year, brian suggestion is to raise the fee to $200 per team. We have approximately 170 teams, we should be fine according to our budget. – accepted unanimously
II. New Business –
Brian Curley of Dracut – wants to visit the zone defense in 5th grade rule, he will email to his concerns to the board and it will be discussed separately with the 5th grade coaches
III. Election of officers –
